It is possible to walk up the steps from the city but you will have to be fit to do this, especially on a hot day. If you would like a more leisurely experience you may prefer to arrange some sort of transport instead.

If you want to discover a quieter side to Holguin then take a walk through the Parque Calixto Garcia which is a park where many of the locals also visit at night.
